There is hereby levied, imposed and assessed upon owners of all residential, commercial, industrial, governmental and other buildings of every kind and nature, regardless of types of construction or use, a Municipal Services Fee. The fee is $72 for each residential building and six cents (0.06) per square foot of floor space for commercial, industrial, governmental or other buildings beginning on February 1, 2006 and shall rise to nine cents (0.09) per square foot of floor space for commercial, industrial, governmental or other buildings beginning on July 1, 2006. The fee shall be paid to the Treasurer of the City by the owners of such buildings and shall be used in accordance with the State Code to defray a portion of the continuance, maintenance and improvement of the fire protection, police protection, street cleaning, street maintenance, street improvements, park maintenance and improvement and other municipal services within the City. The City Treasurer shall be charged with the duty of mailing a statement to each owner to be charged the fee as hereby imposed, but failure to mail any statement for charges shall not be grounds for avoiding payment.
