(a) No person shall, within this City, abandon a motor vehicle upon the right of way of any public highway, upon any other public property, or upon any private property which he does not own, lease, rent or otherwise control unless it be at a licensed salvage yard or at the business establishment of a demolisher.
(b) Any person who violates any provision of subsection (a) of this section shall be guilty of an offense against this section, and, upon conviction thereof, shall be fined not less than twenty-five dollars not more than five hundred dollars or imprisoned in the county jail nor more than thirty days or both fined and imprisoned.
