(a) Lot size and setback requirements for each district shall apply to ground-mounted solar energy systems.
(b) Ground-mounted solar energy systems shall not be permitted in a front yard unless the applicant demonstrates that the rear yard locations will not result in acceptable solar access.
(c) For purposes of determining compliance with building coverage standards of the applicable zoning district, the total horizontal projection area of all ground mounted and freestanding solar collectors, including solar photovoltaic cells, panels, arrays, inverters and solar hot air or water collector devices, shall be considered impervious coverage.
(d) Ground-mounted systems shall be screened from public right-of-way in accordance with Section 1363.17.
