Permitted uses within the HD District shall be the same as the uses permitted within the base zoning district over which the HD designation is applied, except that Wireless Telecommunications Facilities shall be conditional and car washes, drive-in movie theaters, automobile repair/service shops, and restaurants that primarily provide carryout services rather than dine-in services or that have a drive-through facility shall be prohibited.
