No person shall drive a streetcar or motor vehicle over any unprotected hose of a fire department when it is laid down on any street, private driveway, or streetcar track, to be used at any fire or alarm of fire, without the consent of the fire department official in command, and upon conviction thereof such person shall be fined not less than one hundred dollars nor more than five hundred dollars.
