Subject to the direction and approval of the City Council, the Planning Commission shall review the adopted policy and procedures at the first regular meeting of the calendar year, and any changes or amendments agreed to by a majority vote of the Commission shall be recommended to the City Council for adoption. On or before February 15 of each year, the Commission shall submit to the City Council a report of its work during the previous calendar year.
