(A) The Planning Commission shall consist of five members, who shall be appointed by the City Council by a majority vote and any one or more of whom may be removed during their term of office by four-fifths vote of the City Council.
(B) Each member attending any meeting shall be entitled to cast a vote. Voting shall be by voice vote. In the event that any member shall have a personal interest of any kind in the matter then before the Commission, he or she shall disclose his or her interest and be disqualified from voting upon the matter, and it shall be recorded in the minutes that no vote was cast by such member.
