§ 33.001 ALL BOARDS AND COMMISSIONS ARE ADVISORY TO CITY COUNCIL, EXCEPT THOSE ADMINISTERING FUNCTIONS JOINTLY WITH OTHER POLITICAL SUBDIVISIONS.
   The boards and commissions, by whatever designation, established in this chapter or elsewhere in this code or by resolution, other than those for the administration of functions jointly with another political subdivision of the state, are hereby declared to be advisory to the City Council; and they shall exercise the powers and perform the duties prescribed for them, respectively, subject to the reserved power of the City Council to supersede them at any time and to any extent.
