(A) The City Administrator shall develop and issue all administrative rules, regulations and procedures necessary to ensure the proper functioning of all departments and offices within his or her jurisdiction.
(B) The rules, regulations and procedures shall be effective upon issuance and shall continue to be in effect until rescinded by the City Administrator or by express action of the City Council.
