§ 32.04 LIMITED AUTHORITY TO ADMINISTER OATHS; FALSE SWEARING.
   (A)   The presiding officer of the City Council or any committee thereof, the City Clerk, and each other officer and deputy officer of the city to whom any sworn statement, whether oral or written, is required to be made or submitted by any person pursuant to any provision of this code or other ordinance or resolution of the City Council shall have authority to administer the oath as required; provided, that nothing in this section shall be construed as purporting to authorize the administration of any oath which, by law, is required to be administered by a judicial officer, notary public or other officer authorized by law to administer oaths, nor shall this section be construed as purporting to authorize the taking of any acknowledgment which is to be filed elsewhere than in an office of the city government.
   (B)   Every person who shall willfully, corruptly and falsely, before any officer authorized by this section to administer oaths, voluntarily make any false certificate, affidavit or statement of any nature, written or oral, for any purpose, shall be deemed guilty of a violation of this section.
