(A) Each license shall be issued only to the applicant(s) and for the premises described in the application. No license may be transferred to another person or place under any circumstances without the permission of the city.
(B) Any transfer of 10% or more of the stock of a corporate licensee or 10% or more of a partnership interest in a partnership licensee is deemed a transfer of a license and must be reported to the city.
