When a bond, insurance policy or other instrument is required to be filed with the city as a requirement for the granting of a city license, the bond, policy or other instrument shall be filed with the license officer at the time of filing the application for license. When any bond, policy or other instrument, or any certificate of occupancy, building or other permit, report of inspection, or other certificate of writing required for the issuance of a city license but is not required to be filed with the city, a true copy thereof shall be filed with the license officer at the time of filing the application for license; provided, that a certificate of insurance shall be sufficient in any case for which an insurance policy is not required to be filed with the city.
