No person parading or demonstrating pursuant to a permit issued pursuant to this chapter shall carry or display any sign, pennant, sticker or other device which contains any scurrilous, profane or obscene picture or word, or language or illustration calculated to incite a breach of the public peace. No sign shall exceed a width of 24 inches or a height of 36 inches.
