§ 95.01 PURPOSE OF CHAPTER.
   The City Council deems it necessary to adopt the measure and establish the regulations contained in this chapter for the promotion of the health, comfort and safety of the inhabitants of the city, the preservation of peace and good order, and the enhancement of the public welfare.
