§ 92.003 WILLFUL DAMAGE, OBSTRUCTION OR IMPAIRMENT OF USE PROHIBITED.
   It shall be unlawful for any person, without authority of the City Administrator or the City Council, to willfully damage, obstruct or impair the use of any street, sidewalk, curb or gutter in the city.
