(A) Any person violating any provision of this chapter for which no specific penalty is provided shall be subject to § 10.99.
(B) In case any owner or occupant shall fail to cause the numbers to be placed on their respective houses and buildings as provided in §§ 92.060 through 92.065, the City Council may, in addition to the penalty above described, cause the numbers to be placed thereon and the cost thereof assessed against the lots, pieces or parcels of land on which the respective houses and buildings may be located.
