§ 54.03 TURNING ON OF ELECTRICITY TO PREMISES PROHIBITED UNTIL SERVICE CONTRACT SIGNED BY CUSTOMER AND ANY REQUIRED DEPOSIT HAS BEEN PAID.
   No electricity from the city electricity system shall be turned on or provided to any premises until the owner or occupant thereof has signed an agreement with the city as represented by its Superintendent of Municipal Utilities to pay the rates therefore and to comply with the provisions of this chapter and the rules and regulations promulgated pursuant to authority of this chapter pertaining to the city electricity’s system nor until the owner or occupant have made cash deposit as may be required by the city; and electricians are hereby prohibited from turning electrical current into any service wire except upon the order or permission of the city but this prohibition shall not be construed to prevent any authorized electrician from turning on current to test the wiring system of the premises.
