Whenever a water shortage exists as determined by the City Council or in the case of an emergency, the City Administrator shall notify users of the municipal water system that restrictions and regulations are being implemented. The notice shall be posted on the city’s bulletin board, may be published in the official newspaper of the city and may be broadcast by television or radio stations. The notice shall include the following information:
(A) Uses of the municipal water system that will be restricted;
(B) Times during which the restrictions will apply;
(C) When the restrictions will be implemented and when they will terminate; and
(D) Penalties for noncompliance.
