Water customers desiring to discontinue city water services shall give written notice to the City Clerk at least ten days in advance of the desired cut-off date; and no abatement for water charges shall be allowed by reason of removal from premises, disuse or diminished use of water or vacancy of premises unless the notice be given accompanied by payment of a sum established from time to time by resolution of the City Council for turning off the water.
