Each customer of the city water supply system shall be responsible for the proper maintenance and use of pipes which connect premises owned or occupied by him or her to the city water mains, and for the proper maintenance and use of all appliances and installations connected to or served by the service pipes; and shall be liable to the city for any damages caused to its mains by reason of any improper maintenance or use.
