No customer shall supply city water to other persons nor suffer them to take the water off the premises of the customer, nor after water is introduced into any building or upon any premises shall any person make or employ any plumber or other person to make any tap or connection with the pipes upon the premises for alteration, extension or attachment, without permission from the Superintendent of Municipal Utilities.
