§ 52.07 TURNING ON OF WATER TO PREMISES PROHIBITED UNTIL SERVICE CONTRACT SIGNED BY CUSTOMER AND ANY REQUIRED DEPOSIT HAS BEEN MADE.
   No water from the city water supply system shall be turned on or provided to any premises until the owner or occupant thereof has signed an agreement with the city, as represented by its City Administrator or designee, to pay the rates therefor and to comply with the provisions of this chapter and the rules and regulations promulgated pursuant to authority of this chapter pertaining to the city water supply system, nor until the owner or occupant has made the cash deposit as may be required by the city; and plumbers are hereby prohibited from turning the water into any service pipe except upon the order or permission of the city, but this prohibition shall not be construed to prevent any plumber admitting water to test pipes.
