(A) Each member of the Police Department shall be obedient to the orders of his or her superiors in the chain of command.
(B) The chain of command shall descend from the Chief of Police in order of rank and seniority within rank; and in the absence or disability of any member of the Police Department the next ranking member of the Police Department then and there present and able shall assume the powers and duties of the absent or disabled member.
