§ 71.06 PARKING REGULATIONS BY DISTRICT.
   (A)   Parking in residential districts. The only vehicles permitted to be parked in residential districts in the city shall be:
      (1)   Operable and properly licensed automobiles, vans, and motorcycles, and no such automobiles, vans, or motorcycles shall be parked other than in the driveway or street of said residential districts;
      (2)   Operable recreational vehicles, campers, boats, and trucks (one-ton, panel, or pickup), and pull-trailers (including small utility trailers), which shall only be parked in the driveway or garage of said residential district but not in the street or public alleyway;
      (3)   The following vehicles will not be permitted to be parked in said residential districts: semi-trucks, truck-tractors, farm tractors, road tractors, semi-trailers, oversize vehicles, school buses, church buses, or inoperable automobiles, vans, motorcycles, recreation vehicles, campers, boats, and trucks;
      (4)   No vehicle shall stop, stand, or park upon any roadway for the principal purpose of:
         (a)   Displaying such vehicle for sale; or
         (b)   Service and/or repairing such vehicle, except for repairs necessitated by an emergency.
      (5)   No vehicle shall be parked in a yard or on any non-impervious surface.
   (B)   Parking in commercial, industrial, and agricultural districts. The only vehicles permitted to be parked in commercial, industrial, and agricultural districts in the town shall be:
      (1)   Operable and properly licensed cars, vans, motorcycles, trucks, semi-trucks, truck-tractors, farm tractors, road tractors, semi-trailers, oversize vehicles; school buses, church buses, and boats;
      (2)   All operable and properly licensed vehicles shall only be parked on a driveway or parking lot but not on a public street or alleyway except as necessary to load or unload, but in no event shall a vehicle be permitted to completely block a street or alleyway or a private drive or road;
      (3)   No tractor trailers or other trailers shall be parked on a property for use as outside storage;
      (4)   No inoperable or unlicensed/plated vehicle shall be parked on a property within view of any public right-of-way or neighboring property; and
      (5)   No vehicle shall stop, stand, or park upon any roadway for the principal purpose of:
         (a)   Displaying such vehicle for sale, except on properly licensed automobile dealership lots; or
         (b)   Service and/or repairing such vehicle, except for repairs necessitated by an emergency.
