4-1-11: VIOLATION AND PENALTIES:
   A.   Any person who violates any of the provisions of this chapter shall be guilty of an infraction.
   B.   In addition to the criminal penalty as above provided, any person who shall fail to pay the utility bill as levied and assessed in full within the time limits prescribed for the payment thereof, or who shall violate any of the laws of the State, the ordinances of the City or the rules and regulations so established referring to the disposal of garbage, rubbish or waste matter, and upon five (5) days' written notice from the Director of Public Works, shall be subject to having any and all service for which the bill is rendered discontinued, and thereafter, no such service which has been discontinued for the nonpayment of such service charges or for the violation of any of the above mentioned State laws or City ordinances, rules or regulations shall be reestablished until the owner or such person shall have paid all delinquent service charges owed the City by such person and all expenses incurred by the City in causing such discontinuance and reestablishment.
