The keeping of garbage in containers other than containers prescribed by this chapter or the keeping upon premises garbage, rubbish or waste matter which is allowed to become offensive and noisome shall constitute a public nuisance and may be abated in the manner provided by law for the abatement of nuisances in addition to any other criminal penalty or civil remedy provided for by law.
