9-3-14: FENCES, TRELLISES, WALLS AND LANDSCAPING:
   A.   Specifications: No trellis, fence, ornamental wall, pillar, or retaining wall may be erected which does not comply with the yard requirements as set forth in section 9-3-8 of this chapter and the following specifications:
      1.   Any fence or trellis erected in a required front yard shall be at least fifty percent (50%) open and no more than three feet (3') high, measured from the ground. A clearance of three inches (3") shall be allowed for installation purposes and shall not count in determining the height of a fence. No privacy fence may be erected in a required front yard. All fences shall be installed with the good or finished side of the fence facing the adjoining property.
      2.   Except as set out in subsection 9-3-8B of this chapter, no fence or trellis in a side yard shall be more than six feet (6') high, measured from the ground.
      3.   No fence or trellis in a rear yard may be more than six feet (6') high, measured from the ground. Rear yards that front a street shall adhere to section 9-3-2, "Boundaries", of this chapter and fence shall be no closer to a fronted street than ten feet (10') from the lot line.
      4.   No fence or trellis shall be constructed with barbed wire, metal spikes or other sharp, pointed materials. All chain link fences shall be installed with the knuckle portion of the linking up and barb portion at or near the ground. No fence may be electrified.
      5.   No ornamental trellis or wall erected in a required front yard shall be more than three feet (3') high, measured from the ground. No ornamental wall erected in a side or rear yard shall be more than six feet (6') high, measured from the ground.
      6.   No pillar erected in a required front yard shall be more than six feet (6') high, measured from the ground, or more than two feet (2') in width or diameter.
      7.   No retaining wall, which is a wall designed to prevent the displacement of soil or other materials, shall be more than ten feet (10') high, measured from the point of its greatest exposed height from the ground, and shall have an average exposed height of no more than six feet (6') in a side or rear yard or three and one-half feet (31/2') in a front yard, measured from the ground.
      8.   No fence or wall shall be constructed within the City's right-of-way.
   B.   Traffic Visibility: No fence, trellis, ornamental wall, pillar, retaining wall or other obstruction shall be erected or maintained, in any yard, which obstructs or interferes with the vision of drivers of motor vehicles at or near an intersection, or which endangers the safety of pedestrians on adjacent public rights-of-way. No tree, shrub, hedge, flowers or other plants shall be planted or maintained in a way that obstructs or interferes with the vision of drivers of motor vehicles at or near an intersection, or which endangers the safety of pedestrians on adjacent public rights-of-way.
