Any animal impounded may be redeemed by the owner thereof or his agent prior to the animal's adoption or destruction upon the presentation of all licensing requirements and proof of vaccination requirements set forth in § 90.21, and upon the payment of the impoundment and reclamation fee as determined by the licensing authority plus five dollars ($5.00) for each day the animal was boarded by the city, which fees shall be in the nature of reimbursement for actual expense incurred by the city and shall not be in lieu of any fine, penalty or license fee as hereinafter provided.
