An adoption fee of eighty-five dollars ($85.00) for dogs and fifty dollars ($50.00) for cats shall be assessed at the time of adoption which fee shall be in the nature of reimbursement for actual expense incurred by the city. No dog or cat shall be released for adoption as a pet without being properly vaccinated as required by KRS Chapter 258 and licensed, which charges are in addition to the adoption fee herein imposed.
