"No Through Truck" signs shall be erected on such streets or portions thereof as determined by order of the legislative body as deemed necessary, and no person shall operate a truck having a license plate rating of over 36,000 pounds on such marked streets or portions thereof except for purposes of local delivery and local transportation to points located on such designated streets.
