(A) It shall be unlawful for any person to operate a vehicle on a public street in the city, except an official vehicle during an emergency, at a speed in excess of the speeds hereinafter set forth.
(1) The maximum speed on all streets or portions thereof designated as residential by the legislative body shall be 25 miles per hour.
(2) The maximum speed on all streets or portions thereof designated as thoroughfares by the legislative body shall be 35 miles per hour.
(3) When a street is designated as a school zone, the maximum speed in any such school zone during the period of one hour before and one hour after the actual school hours is 25 miles per hour.
(4) The maximum speed on all streets or portions thereof designated as arterial by the legislative body shall be 45 miles per hour.
(5) The maximum speed on all streets or portions thereof designated as hazardous shall be 15 miles per hour.
(B) Notwithstanding the speed limits set forth herein, no operator of a vehicle upon a city street shall drive at a greater speed than is reasonable and prudent, having due regard for the traffic and for the use and condition of the street.
