(A) After construction, inspection, the tender of a complete set of "as built" plans, drawn by a Kentucky registered engineer or surveyor, showing all lines, size of lines, manholes and other appurtenances referred to permanent markers, and instruments conveying necessary easements to the city to the Utilities Commission, and the payment of accrued fees, the Utilities Commission shall consider its approval and acceptance of the project.
(B) No person shall connect, or permit to be connected, any sewer collector lines or force sewer main to the city system until he first has the approval and acceptance of the Utilities Commission of the lines and main.
