(A) The following pollutant limits are established to protect against pass-through and interference. No person shall discharge wastewater containing in excess of the following (instantaneous maximum allowable discharge limits):

(B) For pretreatment program compliance monitoring, a report of below detection limit from an acceptable EPA method will be considered compliant.
(C) The conventional pollutants, BOD, TSS, and ammonia would cause the WWTP to violate its KPDES permit. Therefore the evaluated limit above will be used as the maximum allowable concentration, but the surcharge limit will be based on the existing limit below:

(D) If any person discharges a concentration greater than those set out above, the Superintendent reserves the right to:
(1) Impose an industrial surcharge fee for each pound loading over and above the set limit at a rate of:
