Procurements of goods and services ordered on City credit or paid for by the City which is for the personal use of an official or employee of the City shall not be delivered, or if delivered, shall be void or voidable at the City's option. Such personal procurements shall not be permitted and shall be considered cause for disciplinary action. City officers and employees may purchase goods or services for personal use from suppliers at discounted rates offered to the City where the supplier makes such goods or services available to all City officials and employees on the same terms, provided the official or employee pays for such items from the official's or employee's own money, and provided the purchase is not reasonably likely to improperly influence the official, employee or a City department in the discharge of their duties or in making purchases of supplies or services.
