The intent and purpose of this chapter is to provide for the extraction of earth products using surface mining methods, for stockpiling mined minerals, and for the placement of overburden and leftover earth materials in mining waste dumps, while protecting the environment, the rights of neighboring property owners, end roads and other public facilities from unusual wear or damage.
