The city treasurer may assess and collect a service fee from the maker or issuer of any check, debit card or credit card payable to the city when payment is dishonored upon first presentment by the bank upon which it is drawn. The service fee shall be the sum adopted by the city council in the consolidated fee schedule. The assessment and collection of this fee shall not preclude the initiation of appropriate civil or criminal proceedings against the issuer or maker of the dishonored check or credit charges.
