2-1-7: INVOLUNTARY DISCONNECT PROCEDURES:
In the event any customer fails to pay all charges billed for any of the available municipal services, and any late charges assessed, on or before the due date shown on the statement, the customer shall be subject to the following disconnect procedures:
   A.   Prior to termination of a service for nonpayment, the customer shall be mailed, at the customer's last known address, a notice providing that the customer's electrical or water service, or both, shall be disconnected if all delinquent charges and all related late charges are not paid within ten (10) days of the date of the notice.
   B.   If any person shall fail or refuse to pay, or have paid on his behalf, the charges for any of the available municipal services, the city shall shut off either water or electric service, or both, to the premises occupied by that person. In addition to terminating utility service, the city is authorized and empowered to enforce the payment of all delinquent utility service charges by an action at law. In such event, the city shall be entitled to recover its costs and attorney fees.
   C.   The electrical services may only be reconnected for the customer if the following are paid:
      1.   A reconnect charge; and
      2.   All outstanding charges for all services. (2015 Code)
