For residential and nonresidential structures with multiple units and one water meter, only the owner of record or equity titleholder may apply for city culinary water, secondary water or sewer services. All responsibility for payment of culinary water, secondary water and sewer user fees will be the responsibility of the owner of record or equity titleholder of multiple units.
