9-1-3: USERS BOUND BY REGULATIONS:
Any applicant using the city water or sewer system must agree to be bound by the rules and regulations governing the use of the systems. In addition thereto, the city council may by resolution or ordinance adopt such further rules and regulations and establish such user fees and connection fees as it may deem proper. (1984 Code § 13.04.030)
