5-1-13: OCCUPANT RESPONSIBLE FOR SANITARY CONDITION OF PREMISES:
The owner, or his agent, or the occupant, of any premises within the city, shall be responsible for the sanitary condition of the premises occupied by him, and it is unlawful for any person to place, deposit or allow to be placed or deposited on his premises any waste, except as designated by the terms of this chapter. It is unlawful to place or deposit waste on another person's premises. (1984 Code § 8.32.210)
