It is unlawful for any person to convey, transport or haul upon the streets of the city any solid waste unless the same is contained in a sanitary receptacle tightly covered and in good condition and adequate to prevent spillage or escape of noxious odors. Any person or company transporting or hauling solid waste that does not contain liquid or noxious odors, such as construction debris, recycling material or green waste, must cover the load to ensure waste does not fall upon city streets.
