4-2-2: NONASSIGNABLE; EXCEPTION:
All franchises and grants of special privilege shall be deemed to be nonassignable, without express permission of the city council, whether such limitation is set forth in the body of the franchise or grant or not. (1984 Code § 5.08.020)
