Whenever application shall be made to the city council for a franchise or grant of special privilege, or for an extension or renewal of any existing franchise or grant of special privilege, the applicant shall furnish to the city recorder for the use of the city council ten (10) copies of the proposed resolution or ordinance, and pay into the city treasury a fee to be determined by the city council.
