From and after the effective date of this chapter, no sign shall be erected within the town limits without the written permit of the Council of said town, which permit will be issued upon written application showing such proposed sign to be in compliance with this chapter. Every such application for a sign permit shall be accompanied by a picture of the proposed sign and a site plan showing the location of the proposed sign.
