Any vehicle found under such circumstances that renders the owner of such vehicle or the person in charge of or control of the property upon which the same is found in violation of this chapter is hereby declared to be a nuisance and dangerous to the public health and safety. Any person maintaining such nuisance shall promptly abate the same by placing such vehicle within an enclosed building or disposing of it according to law.
