The Planning Commission shall carry out the municipal planning function, including the preparation of a master plan, and make such investigations, reports and recommendations relating to planning and the physical development of the city as it finds necessary and desirable. The Planning Commission shall review all subdivision plats in accordance with the subdivision regulations, and shall make recommendation to Council concerning the approval of such plats. The Planning Commission shall have authority to approve, disapprove or approve with qualifications all subdivision preliminary and final plats within the city. The Planning Commission shall perform such other duties as are required by the zoning code and the subdivision regulations.
