In the case of a replat, the same rules and regulations shall apply as for an original plat, except that filing of a preliminary plan may be waived by the Planning Commission, when its submission would serve no useful purpose. The replat shall show clearly the area which has been vacated and shall also include enough of the surrounding plat or plats to show how the proposed replat fits in with the general scheme. The title of the replat shall indicate that part of the plat being replatted and also make reference to the original plat.
