In connection with any subdivision which he or she develops, every subdivider shall provide and pay the cost of the improvements. All improvements shall be designed, constructed, installed and otherwise provided in accordance with the current edition of the Land Development Design and Construction Standards Manual on file in the office of the City Engineer.
