Before any real property within the city shall be subdivided and offered for sale, and before any plat thereof or instrument of transfer shall be recorded in the office of the County Recorder, the requirements of these subdivision regulations shall be complied with. All subdivision plats shall be approved by the Planning Commission and such approval entered upon the plats, after having been submitted to the Planning Commission in accordance with these subdivision regulations. The City Engineer shall act as advisor to the Planning Commission on engineering and related matters.
