§ 917.05 SERVICE REQUIREMENTS AND CONDITIONS.
   (A)   Contents of container.
      (1)   It shall be the duty of the owner, occupant or person in charge of the premises to place or cause to be placed in the containers hereinbefore described any and all waste created or accumulated on his or her premises or the premises under his or her control, and no waste materials as hereinbefore described shall be deposited on any public or private property other than that from which such waste accumulated. All garbage shall be drained of any excess fluids and placed in securely bound garbage bags and deposited in acceptable garbage containers. All trash shall be placed in solid waste containers, except that materials such as tree or shrubbery trimmings, in lieu of being placed in solid waste containers, must be bundled and securely tied, provided that the maximum dimensions of any one bundle shall not exceed four feet in its greatest dimension and 30 inches in its second greatest dimension, not exceed 75 pounds in weight.
      (2)   Construction debris, hazardous waste, industrial byproducts, highly explosive material, substances which could cause ignition of combustible materials, and poisonous substances must not be put out for collection in any manner.
   (B)   Location of containers.
      (1)   Approved solid waste containers shall be placed at curbside in front of property in such manner as not to obstruct pedestrian passage, or if a serviceable alley is available, not more than ten feet from the alley right-of-way.
      (2)   Where the premises do not permit placement as per this section, the Director of Service may designate the place where the solid waste containers shall be placed for collection.
   (C)   Containers - water. The users or owners of all containers used for the storage and collection of solid waste shall keep such containers free of water or other excessive liquids.
   (D)   Containers to be kept tightly covered.
      (1)   Solid waste containers shall be kept tightly covered at all times except when it is necessary to lift the cover to deposit or remove solid waste materials. It shall be unlawful for any person to deposit in any such container an amount of solid waste such as will not permit the lid of such container to fit tightly in place.
      (2)   Residential and commercial customers shall be responsible for any spillage or littering due to upset solid waste containers or torn or damaged disposable containers prior to pickup.
   (E)   Frequency of disposal. All residential customers will receive once a week pickup, except in times of emergency as designated by the City Manager. Commercial establishments and bulk waste container customers may designate the number of pickups they desire per week, subject to routing restrictions.
   (F)   Cardboard boxes, other bulky material. Cardboard boxes, packing crates and other bulky materials must be broken down and bundled or stored in acceptable solid waste containers for pickup. If bundled, no package will exceed in its greatest dimension four feet and in its second greatest dimension 30 inches.
